An Outdated Japanese National Security Policy is Putting the US in Peril


On July 15, 2021, the Japan Minister of Defense published the 2021 Japan Defense White Paper. It is a document that scrutinizes events and conditions that challenge Japan’s stability and security. It focuses on the alliance with the US and military threats from North Korea and China.

It is based on an outdated framework that Japan has been using for decades, a framework that is not cognizant of, or capable of addressing the apparent changes that have happened over time, especially in the aftermath of pandemic which reshaped the world in just months.


Japan, as an independent nation should be a responsible member of the international society and needs to have a self-governing policy that addresses all manner of issues Japan needs to be working with all the nations surrounding Japan and not just the US. Most critically, it needs to give up the obsoleted philosophy of dichotomy i.e., that the US is her only ally, and China and North Korea are her only military rivals. There are much more alarming issues that threatening Japan’s future like the unrestricted warfare that was started by the CCP. Worse it is not an armed conflict where Japan can just rely on its US alliance for support.


One proof of the danger is that a high-level China PLA (People’s Liberation Army) official has penetrated Japan’s government and the respected royal family. He has been able to directly influence Japan’s national security policy and has influenced Japan’s current government mindset in a detrimental way.

This high-level China PLA official, Yefan Wu (呉也凡), is a professor at Jingtezhen University and a material scientist with expertise in stealth technology in defense applications. Yefan Wu has close ties to a Chinese top-level military specialist, Longtu Li, who is the head of the research specialist group for the military. Li’s focus is the use of new materials for China’s State Administration of National Defense Science, Technology, and Industry. Yefan Wu is also an expert for the PLA registered under the China 863 project. Their mission is to develop the DF17, China’s most advanced hypersonic intercontinental nuclear missile, as well as J20/J31 jet fighters, which are China’s counterfeited version of the US F-35. [1]

When Yefan Wu came to Japan, he adopted Takeo Fujii’s identity, a Japanese person who was most probably killed years ago by the CCP in China. Takeo Fujii was the honorary grandson of an imperial officer to the Japanese Emperor. After assuming the identity of Takeo Fujii, Yefan Wu pretended to be a Japanese patriot and a scholar, which led him to become an influential leader and allowed him to mold opinion. Yefan Wu is well funded by the CCP and displays wealth and is very resourceful in Japan. Many Japanese have succumbed to his financial influence without a second thought. “Japanese love money,” is a doctrine the CCP uses to establish a strong foothold in Japan.


Yefan Wu as Takeo Fujii receives strong support from politicians in Japan’s Innovation Party. Many Japanese senators and congress members call him “Fujii Sama,” which is a respectful title in Japan as opposed to “Fujii San,” or Mr. Fujii in Japanese. Without knowing his real identity, many politicians of the ruling party have also become his “best friend.” His son, Siguo Wu (呉思国), gained direct access to the computer systems of the Japan Congress and those in the Japan Science and Technology and Technology Agency, which controls some of the most sensitive data in Japan. This agency also has ties to the US and manages the most detailed 3D marine maps surrounding Japan. These maps display all the US naval bases. We have good reason to believe that Siguo Wu secretly copied data from the Japanese government servers and transmitted it to a China PLA facility in Baoding. This data included many US secrets such as information related to the satellite communication protocols between the Japan Self Defense Force and the US Indo-Pacific Command. This is the most successful CCP spy operation in Japan to date. In 2017, the late US senator John McCain was briefed on the existence of this PLA spy network by a Japan Congresswoman, but nothing came of it before his death. Sadly, none of these concerns have been addressed in the 2021 Japan Defense White Paper.


The GPS Registry and satellite imagery of servers managed by Siguo Wu that connected to the Japan Congress and the Japan Science and Technology Agency. It is inside a PLA facility in Baoding, Hebei Province. Those servers include the detailed 3D marine maps of the US naval bases in Japan and information related to the satellite communication protocols between the Japan Self Defense Force and the US Indo-Pacific Command. This is the most successful CCP spy operation ever in Japan.

Yefan Wu received his Japanese citizenship as Takeo Fujii in 1993 at the Japanese Embassy in Beijing when he was forty years old. Takeo’s father, Osamu Fujii, died in China in 1991. Two years after Osamu Fujii’s death, Yefan Wu used a fake birth certificate that claimed he was Osamu Fujii’s son to obtain Japanese citizenship. Following that, Yefan Wu’s son, Siguo Wu, became a Japanese citizen in 1995.

Yefan Wu’s identity card, obtained from a Chinese police department, shows he is of pure Chinese ethnicity. From the China Project 863 registry, it is clear that Yefan Wu loves China and is loyal to the CCP. His grandparents were imperial officers in the Qing Dynasty, which completely contradicts the Japanese heritage that he claims. Yet, he has gained his position and title among Japanese politicians, some of them in charge of Japan’s national security and self-defense. Yefan Wu is extremely popular in Taiwan’s social media. The Japanese politicians believe that Taiwan is the CCP’s enemy and thus whoever is supported by Taiwan must be Japan’s friend. They do not realize that these social media accounts are fake accounts created by the CCP and do not have pictures or real names.


The 2021 Japan Defense White Paper breaks tradition in that the cover page has been changed from the traditional Sakura flower (the Japanese Cherry Blossom, a symbol of peace and goodwill) to that of a Samurai warrior for first time in its history. Yet the report was still created using an outdated method of thinking. The success of Yefan Wu’s spy network prove Japan needs a new approach and strategy to resolve national security and defense matters.
